  Dear members At the meeting of the UCI Management Committee, which took place in Arzon (France) from 10 to 12 June 2025, the members examined and approved several amendments and special provisions to the UCI Regulations on the recommendation of the UCI’s various commissions as well as from SafeR in respect of safety in professional road cycling. This special issue of the UCI Newsletter focuses on these amendments and special provisions. For further information on the aspects detailed below, please visit the UCI website. The other main decisions taken and measures adopted by the UCI Management Committee were detailed in the press release published after the meeting, on 12 June. David Lappartient  UCI President IOC Member  Article 1.2.073bis Introduction of a new article applicable in the context of the procedure for the centralised prize-money system. This article establishes a procedure defining a 5-year period at the end of which prizes that have not been paid to their beneficiaries will be paid into the ‘CPA end-of-career and transition fund’. Effective from 16.07.2025 Article 1.3.017 Amendments are made to Article 1.3.017 to clarify the maximum width of forks for bicycles used in road, track and cyclo-cross disciplines. Effective from 01.01.2026 Article 1.3.018 Amendments are made to Article 1.3.018 to introduce a maximum rim height for wheels used in mass-start competitions in road and cyclo-cross disciplines. Effective from 01.01.2026 Articles 1.3.022 and 1.3.023 Amendments are made to Articles 1.3.022 and 1.3.023 to clarify handlebar design requirements for track, road, and cyclo-cross disciplines, including minimum overall width, flare design, and the minimum distance between brake lever controls. Effective from 01.01.2026 PART I: GENERAL ORGANISATION OF CYCLING AS A SPORT - AMENDMENTS TO REGULATIONS AS FROM 16.06.2025 PART I: GENERAL ORGANISATION OF CYCLING AS A SPORT - AMENDMENTS TO REGULATIONS AS FROM 01.01.2026
PART I: GENERAL ORGANISATION OF CYCLING AS A SPORT - AMENDMENTS TO REGULATIONS AS FROM 01.01.2027  Update of the participation rules for Men Elite and Women Elite (Article 2.1.005) Amendments are made to Article 2.1.005 to update the participation rules for the Men Elite and Women Elite categories. This included the removal of UCI Women's Continental Teams from UCI Women's WorldTour events, and the removal of club teams from UCI ProSeries events. The maximum participation of UCI WorldTeams in Men Elite events is updated. Effective from 20.10.2025 Update of the obligatory invitations to events on the UCI International Calendar (Article 2.1.007 bis) Amendments are made to Article 2.1.007bis to update the number of obligatory invitations for the best UCI ProTeams, as well as the number of wild cards available for organisers, in Grand Tours and UCI WorldTour stage races in 2026. Effective from 20.10.2025 Protocol for discussions regarding extreme weather and the riders’ safety during events (Article 2.2.029bis) Amendments are made to Article 2.2.029bis to extend the application of the protocol concerning extreme weather conditions and rider safety to Men Elite Class 1 events with at least 8 UCI WorldTeams and UCI ProTeams at the start and Women Elite Class 1 events with at least 6 UCI Women’s WorldTeams and UCI Women’s ProTeams at the start. Effective from 01.01.2026 Annex B of PART II Annex B is amended to formalise a restart protocol for road cycling events following an interruption caused by extreme weather or safety-related incidents. While such situations are already covered by the general extreme weather protocol, this addition outlines the practical procedures to be followed in case of neutralisation or a full race stop. It specifies decision-making criteria, communication procedures, possible restart formats, and mandatory timeframes. Effective from 01.07.2025 Regulator (Article 2.2.035bis) Article 2.2.035bis introduces a clear definition of the role of Regulator, outlining his/her responsibilities, minimum qualifications, means of identification, and expected collaboration. This new article needs to be read in conjunction with the Regulator's Guide on Road Events published by the UCI. Effective from 01.01.2026 Sprint finish (Article 2.3.036) An amendment is made to the English version of Article 2.3.036 to align it with its French counterpart and clarify that deviations from the sprint line are subject to sanctions whenever the rider who deviates from his/her line endangers or obstructs other riders. Effective from 01.07.2025 Leader’s jersey of the race and distinctive signs (Article 2.6.018) The purpose of this amendment is to include the jersey of Continental Champion jersey, align the order of priority of jerseys in road stage races to the provisions of Article 1.3.071, and delete obsolete references in Article 2.6.018. Effective from 01.07.2025 Finish (Article 2.6.027) Amendments have been made to article 2.6.027 concerning the application of the protocol extending the distance for taking times in case of an incident in the final kilometers of stages expected to finish in a bunch sprint. The distance can be extended from three kilometres to five kilometres, upon request and if justified by specific circumstances. Effective from 01.07.2025 Men Elite and Under 23 UCI World Ranking (Article 2.10.008) Amendments are made to the points scale for UCI WorldTour events in consideration of the revised participation rules in 2026. The distinction which existed regarding UCI WorldTour events for which participation was not compulsory for UCI WorldTeams is no longer appropriate. The points scale has been reorganised accordingly and other relevant changes considering the quality of events have been integrated. Effective from 20.10.2025 Elite and Under 23 Women’s UCI World Ranking (Article 2.10.017) New columns have been added in the points scale related to points awarded in the Tour de France Femmes avec Zwift, Giro d'Italia Women, and the Vuelta España Femenina by Carrefour.es, and modifications made for other Women Elite events considering the quality of events. Effective from 20.10.2025 Men Elite and Under 23 Continental Rankings (Article 2.10.018) A new restriction has been added to the Men Under 23 Continental Ranking: Points earned by U23 riders who are registered with UCI WorldTeams or UCI ProTeams will no longer count towards the U23 Continental Ranking. However, this restriction does not apply to U23 riders registered as trainees with UCI WorldTeams or UCI ProTeams under articles 2.15.110bis or 2.16.033. Effective from 20.10.2025 UCI Men Under 23 Nations’ Cup (Article 2.14.018) Amendment to Article 2.14.018 is made to prevent Men Under 23 riders who are registered with a UCI WorldTeam or UCI ProTeams from participating in the Nations’ Cup events. However, this restriction does not apply to Men Under 23 riders registered as trainees with UCI WorldTeam or UCI ProTeams under articles 2.15.110bis or 2.16.033. Effective from 20.10.2025 UCI Men Junior Nations’ Cup ranking (Article 2.14.040) Amendments to Article 2.14.040 are made to add an individual ranking to the UCI Men Junior Nations’ Cup for the 2026 season. Previously, only a national ranking existed. Effective from 20.10.2025 Men Elite UCI ProSeries (Article 2.18.006) An amendment to Article 2.18.006 is made to allow the UCI Management Committee to extend the maximum percentage of number of days of racing per country and per continent in the Men Elite UCI ProSeries on a case by case basis. Effective from 20.10.2025 (Article 2.18.007) Amendments are made to Article 2.18.007 with regard to the eligibility criteria for events on the UCI ProSeries calendar: The number of UCI ProTeams at the start of the two editions preceding the application for registration will now be considered to evaluate the sporting level of the event. Effective from 20.10.2025 New Protocol - "maximum gearing" test protocol The use of high gear ratios was identified during the discussions within the SafeR Commission as a potential risk factor contributing to high speeds and accidents with increased severity. To continue the investigation on whether a reduction of the maximum gear used by riders would contribute to the reduction of top speed, and whether the reduction of top speed would improve safety of riders, a new protocol has been introduced. It will be implemented experimentally from 1 August 2025 in selected events based on criteria such as course profile, team level, and participation. Feedback and data will be collected throughout the test phase, with a full assessment conducted by the SafeR Commission at the end of the season. This test is an essential step toward evaluating future measures to control speed in specific sections and enhance rider safety. Effective from 01.08.2025
PART II ROAD RACES - AMENDMENTS TO REGULATIONS AS FROM 01.07.2025 PART II ROAD RACES - AMENDMENTS TO REGULATIONS AS FROM 20.10.2025 PART II ROAD RACES - AMENDMENTS TO REGULATIONS AS FROM 01.01.2026 MAXIMUM GEARING TEST PROTOCOL RESTART PROTOCOL FOR ROAD CYCLING PROTOCOL IN AND OUT SYSTEM  Participation (Article 3.2.001) Amendments to Article 3.2.001 are made to clarify eligibility of riders according to their competition category as per articles in PART I. Effective from 01.01.2026 Conduct of riders (Article 3.2.004) An amendment to Article 3.2.004 is made to clarify the consequences of a disqualification. Effective from 01.01.2026 Lap counter and bell (Article 3.2.017bis) Amendments to Article 3.2.017bis are made to align its wording to the most appropriate terminology used in the discipline. Effective from 01.01.2026 Neutralisation (Article 3.2.020bis) Article 3.2.020bis provides for a general rule to be followed in case of neutralisation. An amendment is made to clarify that it does not apply whenever there is a special provision for a specific track race, i.e., Scratch Race. Effective from 01.01.2026 Seeding (Article 3.2.021bis) Amendments to Article 3.2.021bis are made for the seeding of riders following the modification of the UCI Individual and Nations Track Rankings. Effective from 01.01.2026 Race stoppages (Articles 3.2.039 and 3.2.048) Amendment to Articles 3.2.039 and 3.2.048 are made to clarify the starting positions in a three or four up heat to ensure a consistent process is applied across all competitions in such cases. Effective from 01.01.2026 Team pursuit (Article 3.2.085) Amendments to Article 3.2.085 are made to adjust the heats in the first round, as the format that is currently used gives an advantage to the 5th team which rides against the slowest team (8th), while the 4th team rides against the fastest team. Effective from 01.01.2026 (Article 3.2.086) Amendments to Article 3.2.086 are made to precisely clarify and precise when to fire the gun to signal the end of the race, whether a team has been caught or no team has been caught. Effective from 01.01.2026 Team sprint (Article 3.2.145) Amendments to Article 3.2.145 are made to clarify the procedure for each round when there are fewer than 8 teams, ensuring that the same process is applied consistently across all competitions. Effective from 01.01.2026 Omnium (Article 3.2.247bis) Amendments to Article 3.2.247bis are made to confirm which table of distances must be used, regardless of the competition class. Precisions about the riders who do not finish the omnium for any reason are also clarified. Effective from 01.01.2026 (Article 3.2.249) This article has been abrogated as its content is covered in article 3.2.251bis. Effective from 01.01.2026 UCI Nation Ranking (Article 3.3.002) Amendments to Article 3.3.002 are made for clarification. The second part of the article now applies to all events, including team pursuit and team sprint rankings, ensuring consistency and alignment across all rankings. Effective from 01.01.2026 UCI Track Rankings (Article 3.3.003) An amendment to Article 3.3.003 is made to enable points earned at National Championships to remain on the track ranking until the next edition or for a maximum period of 18 months. Effective from 01.01.2026 UCI Track World Cup – participation (Article 3.4.004) Amendments to Article 3.4.004 are made to improve clarity following the 2025 amendments. Effective from 01.01.2026 Equipment and infrastructure – velodromes (Articles 3.6.070, 3.6.072 bis, 3.6.074, 3.6.078, 3.6.082, 3.6.084, 3.6.084 bis, 3.6.087, 3.6.090, 3.6.091, 3.6.092, 3.6.093, 3.6.093bis, 3.6.094, 3.6.095, 3.6.096, 3.6.097, 3.6.098) Amendments to the above Articles are made to improve clarity, precision and alignment with the new homologation procedure for veledromes. Effective from 01.01.2026 UCI Track Teams (Article 3.7.019) Amendments to Article 3.7.019 are made due to the fact that the UCI Track Team Ranking no longer exists as of 2025 and to align with the modifications made in Article 3.4.004. Effective from 01.01.2026 UCI Track Calendar (Article 3.8.001bis) Amendments to Article 3.8.001bis are made to specify for which competitions it is acceptable to demand an entry fee. Effective from 01.01.2026 (Article 3.8.003) Amendments to Article 3.8.003 are made to add precisions and modifications regarding the requirements for Class 1 competitions. The UCI Track Champions League has been removed from the article following the discontinuation of the competition in 2025. Effective from 01.01.2026 Masters (Article 3.9.006) Amendments to Article 3.9.006 are made to allow for more flexibility and for more teams to compete in team events. Effective from 01.01.2026 Article 3.9.006bis This introduces of distances for Masters events in the UCI Regulations to ensure the correct distances are applied during Masters competitions. Effective from 01.01.2026 Race incidents and specific infringements (Article 3.10.008) Amendments to Article 3.10.008 are made to clarify and define the scope of future sanctions. This update includes clothing and helmet technical regulations in the table of sanctions to align with other disciplines. Effective from 01.01.2026 General - rewording (Article 3.2.021 ter, 3.2.135, 3.2.139, 3.2.143, 3.2.249 bis, 3.2.251 bis, 3.2.251 ter, 3.3.009, 3.3.010, 3.3.010 quarter, 3.3.011, 3.5.005, 3.9.001, 3.9.002) Amendments to the above Articles for clarification, reformulation for improved coherence, and alignment with current standards and practice. Effective from 01.01.2026 PART III: TRACK RACES - AMENDMENTSTO REGULATIONS IN FORCE AS OF 01.01.2026 (APPROVED IN JUNE 2025)  General rules – waste littering zones (Article 5.1.063) Article 5.1.063 is introduced to regulate waste littering, which should be restricted to the equipment pit areas. Effective from 01.07.2025 Race incidents table (Article 5.6.004) Modification of the headers of the columns of the table of infringements to align the Class 2 events with the Class 1 events. Modification of the title of point 2 of the race incidents table for clarification and standardisation. Effective from 01.07.2025 UCI Points– Elite UCI Cyclo-cross World Championships (Annexe 4) Modification of the UCI points list for a better consistency with the UCI points awarded during the UCI Cyclo-cross World Cup (beyond rank 30). Effective from 01.07.2025 PART X: CYCLO-CROSS - RULES AMENDMENTS IN FORCE ON 01.07.2025  UCI World Championships format (Articles 8.11.001 and 8.11.002) These Articles are amended to introduce the new UCI World Championships format for cycle-ball during the UCI Indoor Cycling World Championships. Effective from 01.07.2025 Artistic cycling categories (Table of abbreviations and terms, articles 8.2.035, 8.2.038, 8.2.071, 8.2.072, 8.2.074, 8.2.075, 8.2.077, 8.2.078, 8.2.082, 8.5.015) Modifications and abrogation of articles to remove all references to the ACT6 category, as it is no longer recognised by the UCI. Effective from 01.01.2026 Organisation (Articles 8.1.001bis, 8.7.001bis) These articles are introduced to clarify the differences between “Competition”, “Discipline” and “Event”. Changes have been made throughout Part 8 of the UCI Regulations to align with those new articles. Effective from 01.01.2026 (Articles 8.1.007, 8.1.009, 8.1.010, 8.2.003, 8.7.043, 8.7.044, 8.10.004 and 8.10.005) The wording of these Articles is reviewed to ensure consistency with the rest of the UCI Regulations and to enhance clarity and precision regarding publication of the UCI Ranking, age-group categories and submission of competition results. Effective from 01.01.2026 UCI World Championships, artistic cycling (Article 8.1.003) Amendments to Article 8.1.003 are made to clarify the competition format for disciplines with six or fewer riders/teams participating by removing the qualification phase to enhance scheduling efficiency and competition appeal. Effective from 01.01.2026 UCI Ranking (Articles 8.1.005 and 8.10.003) Amendment to these Articles are made to ensure UCI Points are allocated correctly among riders, particularly in cases of rider substitutions during the UCI Cycle-ball World Cup and the UCI Artistic Cycling World Cup. Effective from 01.01.2026 Artistic cycling figures (Articles 8.3.002, 8.3.006, 8.3.014, 8.4.015, 8.4.018, 8.5.003, 8.5.007) Clarifications added to existing figures and addition of a new artistic cycling jump figure. Effective from 01.01.2026 Evaluation of execution (Articles 8.4.035, 8.4.039bis) Article 8.4.035 is amended and Article 8.4.039bis is created to clarify the deviation per rider and figure. Effective from 01.01.2026 UCI Cycle-ball World Cup (Article 8.12.002) Amendment to Article 8.12.002 is made to reflect the current UCI Cycle-ball World Cup rounds format. Effective from 01.01.2026 (Articles 8.12.004, 8.12.005, 8.12.011, 8.12.012) Amendments to these Articles are made to align with the new competition format for the UCI Cycle-ball World Cup. Effective form 01.01.2026 (Article 8.12.013) Article 8.12.013 is added for the Women category in the UCI Cycle-ball World Cup competition format. Effective from 12.06.2025 PART XI: OLYMPIC GAMES - AMENDMENTS TO REGULATIONS AS FROM 12.06.2025  Obligation to cooperate, investigations and confidentiality (Articles 12.2.013, 12.2.014 and 12.2.015) These Articles are introduced to improve the UCI’s ability to investigate potential breaches of the UCI Regulations. Technological fraud (Articles 12.4.003, 12.4.003bis and 12.4.003 ter) Amendments to Article 12.4.003 (whose content is now in 12.4.003bis), as well as the introduction of 2 new articles, aimed at clarifying and reinforcing the UCI Regulations on technological fraud.
